Nigerian birth certificates and attestation of birth

Nigerian birth certificates and attestation of birth

Almost every Nigerian document rests on the birth certificate, and the consulates cannot print you one. Births in Nigeria are registered by the National Population Commission, and that is where the certificate comes from.

What a consulate can do is register a birth that happened abroad and issue an attestation of citizenship, which is a different document with a different purpose.

The order of the names on this certificate governs your NIN and then your passport. Fix an error here first, because every later document copies it.

Which document you actually need

Situation Document Who issues it
Born in Nigeria Birth certificate National Population Commission
Born in the US to Nigerian parents US birth certificate plus attestation of citizenship US state, then the consulate
Birth never registered Attestation of birth, then declaration of age NPC, then the consulate
Name changed by marriage Marriage certificate alongside the birth certificate Registry of marriage

Attestation of citizenship

The consulate in Atlanta publishes an attestation of citizenship form among its consular services. It is the document that connects an American birth certificate to a Nigerian parent, and it is what a first-time passport application for a US-born child rests on.

Which birth document do you actually need?
What it asks for
  • The child’s US birth certificate
  • The Nigerian parent’s passport data page
  • Evidence of the parent’s Nigerian citizenship by birth, where the passport alone does not show it
Where the names go wrong

American birth certificates put the given name first. Nigerian records often do not. Whichever order the birth certificate uses becomes the order every other document has to use, so decide once and copy it everywhere.

Before applying for anything else
  • Read the birth certificate carefully, including the spelling of the parents’ names
  • Match your NIN to it, not the other way round
  • Only then start the passport application

If the date of birth itself is wrong or was never recorded, the fix is a declaration of age, which has its own requirements and its own fee.

Attestation of birth, and when you need it

Where a birth in Nigeria was never registered, the National Population Commission can issue an attestation of birth rather than a certificate. The two documents are not interchangeable and requesting authorities sometimes accept only one, so ask which before starting.

Late registration is common for anyone born outside a hospital, and it is not treated as a problem in itself. What it does is add a step, because the attestation usually needs supporting evidence that a contemporaneous registration would not have required.

Marriage, divorce and the name on the certificate

A birth certificate never changes when a name does. It records the name at birth and that is its whole function, so a woman who married and took another name has two documents that disagree by design.

The consulates handle this through the passport data change route rather than by amending the birth record. The marriage certificate, or the divorce decree, is what bridges the two names, and it has to travel with the birth certificate whenever the birth certificate is produced.

Why this page comes before the others

Everything else on this site copies the birth certificate. The NIN copies it, the passport copies the NIN, and a police clearance certificate is searched against the name the passport carries.

An error corrected here costs a form. The same error corrected three documents later costs all three.
